Summary: This is a highly responsible legal and administrative position which has legal responsibility for the custody, recording, and documenting of City Council proclamations, resolutions, ordinances, minutes, and other records turned over to the City Clerk for safekeeping
Description:
  • Candidate attends council meetings; prepares and operates tape recorder and transcribing machine; maintains ordinance and resolution register; publishes ordinances to be adopted; maintains roll call record; develops official minutes and prepares the meeting agenda; After the passage of any new ordinance or resolution by the city council record on the face of all ordinances or resolution the names of the sponsoring or moving member of the council and the member seconding.
  • Records the list of the members of the council present or absent and whether the member voted aye or nay as to the ordinance or resolution or whether abstained therefrom; Responsible for making bank deposits of the city.
  • Maintains petty cash fund; Countersigns all checks for funds disbursement according to prescribed financial procedures;
  • Responsible for notifying all members of the city council of their appointment upon any special committee whenever such appointment is made during the absence of such members from the city council meeting at which they were appointed.
  • On the reorganization of the city council after any general election, the City Clerk shall cause a list of all standing committees to be published or posted; Provides printed information to the public under the Florida Sunshine Law and the Freedom of Information Act;
  • Plans department’s activities and supervises personnel in operation of City Clerk’s office; evaluates assigned personnel for effectiveness and efficiency; initiates personnel actions of hiring, promotion, discipline and termination;
  • Prepares and manages annual budget for clerk’s office;
  • Whenever the call of a special meeting of the city council may be authorized under any of the provisions of this Code, the city clerk shall issue to each member of the City Council then being in the city a notice of such called meeting pursuant to the provisions of this Code; Prepares and has delivered to Council calls for special meetings; Ensures that agenda packets for regular meetings are delivered or made available to the Council, newspaper, and attorney in a timely manner; Provides information on assessment liens.
  • Sends notices when payments are due; Coordinates with Miami Dade County all City elections; assures compliance with campaign laws, voting procedures, legal notices, ballots, absentee voting, petitions, financial disclosure statements, and certification of results; Attends bid opening meetings; prepares material for meeting and records results; Records and files legal documents such as deeds, easements, titles, etc., according to established internal record keeping practices.; Countersigns and affixes seal on official documents made by the Council for the City;
  • Performs research projects for the Council and other departments; Prepares Records Retention schedules and notices to the state for microfilming and destruction of City records;
  • Ensures maintenance and repair of office machines within clerk’s office;
  • Performs other job-related duties as assigned by the City Council.
Requirements: High school Diploma (or GED) and Associates Degree in Business Administration or related field required; Bachelor’s Degree preferred; Four (4) to six (6) years of administrative and/or office related experience required; Florida Municipal Clerk certification preferred; Must have a valid Florida driver’s license with a clean driving record; Must pass a background check and a drug test in compliance with the City’s Drug Free Workplace policy.
